Agree! the inner edge low kick can be a cover step. Judo likes to use cover step. SC like to use stealing step. When you use cover step, your opponent can sweep you. When a SC guy uses cover step, his leg is moving above his other knee to prevent a foot sweep. Not sure what's the guideline for Judo cover step.

They can also set you up for side kick - I used to have that in my second round cloud hands with the stealing step. I don't do it anymore like that, just the stealing step, but it is very easy to put in. I pop it in there every now and again just as a reminder really.
