From my brief Judo career and conversations with Judo people, it is almost impossible to find Kosen Judo (in the strict sense) outside of Japan. By most accounts, it is even pretty rare in Japan (compared to Kodokan/Olympic Judo). I have heard of a class in New York, and a class in New Zeland, but never any in Scotland (or even Europe for that matter).
Kosen Judo seems to be Kodokan Judo with slightly different rules and strategies.
You may be able to find a regular Judo club that works ne-waza a lot, or even a BJJ club. Or a combination of the 2.
