For whatever it's worth, "plucking" (cai/tsai), as I was taught it in Taijiquan is not used primarily to setup another application anymore than any other action typically is. If done properly, it causes immediate injury, such as whiplash. It is very shocking. It isn't just percussive grabbing and/or re-directing, as shown in the video. Nor does one "have a runway" of sliding down a limb to apply it. In training with a partner, it needs to be practiced carefully so as not to injure each other.
It isn't used to "reel someone in", as stated in the video: that is more in keeping with "lu". It is used to injure them where they stand. At least that is what I was taught in Taijiquan. Of course, he's free to interpret the words in anyway he choses.
