Having watched it a couple of times - I was initially going to say that :40 is not bouncing, but launching... but i saw it when I looked again.

My thought are it looks like someone (the student) who has previously trained with someone who has taught them to bounce - in the Madam Bian tradition. LCD doesn't have a history of making people randomly bounce - sometimes he creates some dramatic effects in his partner, but it is invariably something that can be explained reasonably; he is making contact throughout, for example. The 'non-bouncing' portions of the above video are a perfect example of that.
