What you are seeing from my understanding with the toe of the blade going to the ground...is a bad habit with some styles of Arnis and Kali. It starts a cycle of blade cuts. In some styles and tribe ( Moro Moro and Iban) they carry a long sword with a sheath (2 halves of wood ) held together by twine ie a kamplian

You toe the blade into the dirt to cut the twine and release the blade. The proceed to flick dirt in your opponents face and then proceed to slice and dice...or slap chop.

The bouncing the tip off the ground is an Arnis thing (which is where Joseph is coming to this from) but I have never seen it done with swords before...only makes sense to me with sticks.

in my experience it's a villabrille kali thing, not a general fma thing.
