No offense to anyone from the Fil, but that countries law and order system and system of governance is a joke.
Ridiculous lawlessness everywhere, armed people, a questionable culture of machismo and violence that gets compounded by alcohol quite often.
Needs a shake up really.

I'm guessing there's not much crime in that town. Hell, if a watchman (not even a cop) will just outright kill you for even LOOKING like you MIGHT be committing a crime... damn, probably not much population left in that town either...
