I don't think they've actually proved anything in this video other than make claims that they are capable of weather modification, without actually doing any ...

Shucks, in California, they've performed rain dances to relieve the present drought. They'll try anything. They've been attempting to seed clouds, but they need clouds to seed. So, I'm sure that there are and have been attempts to control the weather. But, that's not been any secret.

To me, the conspiracy would be a secret plan to keep the drought going --in order to raise the prices of the things that California produces. Ahem, I'm not saying that's what's happening, btw --or that there aren't real conspiracies to do stuff.
