you dont feel this is the same as the credit check used by many agencies in the US
to check on ones back ground indirectly.

Many employers today in the I.T. industry will ask for your social media profiles as part of the interview process. They want to see what you're saying online..

It makes sense and US is doing the same thing.
There are sites in China that people are not supposed to even look at , or for so I can see where if someone even tries to access said URL, that is already x 'demerits". Then you add the people who spy on others, where they get high merits for that. Business as usual

I did, depending on job type in the US we do the same things only people aren't aware of it.
Ever work for a place that requires a security clearance?

One of the issues might be that some chinese people does not respect any kind of rule or care to act according to any kind of social code. What I have understood is that with the score system, people who repeatedly disrespect social codes, inside or outside China, will get a warning or some kind of punishment. Mainland Chinese have a very bad reputation in all of East Asia, so one of the main reasons for this system could be an attempt to make relationships better. However it won't help Mainland chinese very much in places as Hong Kong where the residents themselves act bad and openly racist towards any mainlander. :/
