It's attached to Google apps from what I can tell. They were working on a translation app, but I don't know how much support they really have gotten.

I'm not sure, but I think the translation app is provided by the particular browser you use.

To save data, I don't run the facebook app on my phone, just access the web site through my browser. Chrome can natively access http://translate.google.com
