There was talk of banning notebooks in personal luggage entering the USA, any recent travelers comment?

It's only for flights from certain countries AFAIK, they don't allow anything larger than cell phones in carry-on bags. If you're flying from the UK to the US, it's not an issue.

Currently, yes, it is just a handful of Muslim majority countries. However, there is talk of expanding it to include all of Europe (inbound and outbound) and the head of either the TSA or HLS just said that they are considering a total ban on all flights.

What a massive pain in the ass.

Also, why just carry on? Seems like one blowing up in the cargo hold would be bad too, no? Is it engineered differently?

The short answer is that being in the luggage reduces the risk of a cabin breech that can suck passengers out of the aircraft in-flight and prevents the use of the notebook as a breeching charge against the cockpit door.

Generally speaking it lessens the odds of downing an aircraft in flight, but it really depends upon where the laptop in question is in the luggage space.

That makes some sense. Although, the cargo hold is pressurized these days too, right? Would the bomber then need to hold the laptop up against the fuselage to blow a hole in it? Ack, I hope they find another way to screen electronics or at least leave East Asia out of the ban. It does seem as though the intel from Israel is convincing to our national security community, though.

To breech the fuselage would depend on the nature of the explosive in question. Home brewed stuff would probably require the device to be in contact with the wall of the fuselage. Professional grade explosives like Semtex or C-4 would again depend on the amount used.

One of the upshots of the war on terror is that most governments are a lot pickier these days on who they hand that stuff out to. Now if you have a state sponsor like the North Koreans or Iranians who knows.

Also keep in mind that the more professional groups of terrorists are pretty inventive. Who knows what they are capable of making in small amounts these days.

If I had to guess, a small device like the size of a laptop is unlikely to take down an airliner if it is a single device.

Timers are unreliable for this kind of thing outside of a factory made item. So by putting it in the cargo hold it reduces the risk of a command detonated device from being used.
