that's fukt up - how do you prove you didn't own a turtle? Absence of a shallow aquarium doesn't mean you didn't just discard one yesterday.... the only way is to finger the owner, and quite often it's pretty easy to know who owns what. I think they'll most likely have the owner ID'ed by other residents.
