There's also the chance that the coyote was rabid. You can tell, most of the time, because they'll come right up to you. However, they usually run away after they bite. (They're not zombies, or even Cudjoes). Imo, it's likely that the woman had somehow become disabled and unable to defend herself. Or, she could have died from other causes and was scavenged. An attack might not be that uncommon; it's the death that'd be strange. Stray dogs and coyotes are also attracted to food, and will attack to get it. But, they're usually after the food (in the bag), not the person.
The other thing is that it'd be really unusual if, after thousands of years, canines would naturally develop a taste for humans. It'd surely have happened with wolves. There's something else going on, I think. Btw, did this happen anywhere near Racoon City?
