Actually, Texas and Alaska and the other states with balanced budgets also have OIL, gas or some other natural resource. Alaskans usually get a bonus at the end of the year from the state's profits. Besides, it's the US, right? Any American can move there. Hey, that's an idea. That'd solve a lot of problems.
