Even the census department themselves said that they don't enforce fines. It's all color of law threats. There's no law which allows congress to fine you. 4th and 5th amendment.

Very well done in a subtle way in that it portrays someone wanting to keep their constitutional rights as a childish person. It equates standing up for your privacy with fear and childishness. If it is only a short form, then why do people also get the long ass form at some point? Guess that wouldn't look too good in the video.
