I would say the intention is that it is obscured by bubbles. His left leg that is.
I would have made that area of the painting a little darker and even more obscure as the lighting is too similar to the right leg side which shows a lot fo detail.
the shark is in an odd twist as well with the fins and main dorsal fin being not there at all.
still, it's a cool painting to be sure.
