Man that dog should be driven out and let roam the wilderness somewhere far from humans. And if I could catch it right there and then, I would make it remember to never ever do that again to another kid. (Or make it unable to do it.) What a nasty little POS. >:(

Well, it's almost always the owner, not the dog. Afa why it attacked the child, there could be history. The neighbor should be held fully accountable, and he or she should lose the dog. Unfortunately, that might also mean the dog might eventually be put down.
