Have seen it before. Looks like basics made overly complicated. Shen Jiazhen was a Chen style teacher, so this should be the very basic requirements for Chen style form practice.

Taijiquan today is mostly about form, form, form. Eight unique features of Taijiquan? Maybe "eight unique features of Modern Chen style Taijiquan Large Frame form practice" would be more adequate? The long overly complicated name would match its substance.

Shen Jiazhen went to Beijing after 1912 but when he started to learn Taijiquan from Yang Jianhou is not known, he learnt theory from his son Yang Chengfu after 1922, and he learnt from Chen Fake since 1928 in Beijing. He retired in 1957 and published his book in 1963. He was persecuted during the Cultural Revolution and passed away in 1972. He did not appear to have any student.

I think portions of it are translated in (or art the basis for) the german book "Theorie und Technik des Taijiquan" from Ute Engelhardt (1993).
There also exists a Japanese translation.
