It’s a wrestling match, the regular cultural context doesn’t apply there.

Hakuho and Enho are from the same house of sumo. They are actual training partners and friends. The match has no real bet at all, so it is just making fun together. It is quite visible that Hakuho didin't want to make point on Enho, and it is also quite clear that he made the fall at the end voluntary. After he was on one leg, he made a roll to make the show. Look at the big smile at his face after the match! :)
It was just fun. Show for the crowd. But it was nice anyway.

Keep in mind that the small guy, Enho, actually belongs to the same Sumo stable as his much larger opponent Hakuho. Hakuho holds the highest rank in Sumo (i.e., Yokozuna 橫綱) and Enho is his disciple (uchi-deshi). In fact, Hakuho is the one who convinced Enho to become a pro Sumo wreslter and gave him his ring name. (That's why the 'ho' part of their ring names share the same Chinese character, which represents their connection.)

So the match itself was more of a playful public teaching moment for the champ, and a chance for his little protege to have a go at him.

Here's some footage of their routine training:
