Is this bagua linking simply the mother palms and is this Cheng style or Yin style? Thanks.

Well, in Chinese, it says, "Zhu Baozhen: Yin style Baguazhang Static Postures 8 Palms"

yes. they are fixed posture 8 palms or ding shi ba zhang.
they are the same across all "styles" of Ba Gua.

Not exactly - some palms are common to most styles, others are rather uncommon, while others are unique to their style!
The ones shown in this video are perhaps the most common 8, though.
