If I may, I believe that Strange is talking about the use of the body or the lack thereof during this drill.
The only time the whole body seems to be engaged is during the first contact when ma bo changes to gong bo. When I learned this drill in Hung Ga almost 30 years ago it was taught that the kua & twisting of the hips supplied the power for contact & motion, not just swinging the arm from the shoulder muscles.

I believe he's saying that those who only use the shoulder muscles in the arms without the whole body being connected here come into contact with one who has developed a strong frame & root from doing lots of zhan zhuang there will be a difference in the result.
