It is completely nuts (but not surprising) that Japan's cybersecurity chief is cyber illiterate.

Japan still strikes me as being very behind the times in terms of everyday tech. They still prefer faxes over emails! I had use snail mail to correspond with one archive and it took three letters back and forth just to make certain that they had the documents I was looking for. Then some more letters to see if I could access them. Really weird.

Yeah - Japan is very interesting as it is both high-tech and very traditional (stubborn), too. Maybe the high-tech (otaku) subculture does not mix well with the old, stubborn traditionalist groups. Another reason is that Japan is very isolated culturally - they don't really care (or know) that other countries have more e-money, Uber, etc. But that is okay, too - ultimately Japan is happy to not have these things anyway (cash is king!).
