1. What is a Non Combatant Evacuation?
Non Combatant Evacuation is a standard U.S. response to hostilities and natural disasters which might endanger our citizens. One of the primary goals of NEO training is to ensure we can do this task successfully under real-world circumstances.
2. Who is my NEO Warden?
Each unit has a designated NEO Warden. Please contact your chain of command to find out who is your NEO Warden. NEO Wardens are available to update your NEO packets, demonstrate use of the ICAPS mask and answer any questions you might have about a potential evacuation.

so you're ignoring the fact that Trump drew up the agreement for US withdrawal, freed the man from lockup that is now running things (1 of 2 people that started the Taliban) and signed the deal with that very person who is now orchestrating the 'take back' while US withdraws as per the agreement with Trump? Doesn’t mean they can’t be brought any place else, and vetted in one of the regional countries there.
There is the security risk / threat by the inability to vet the people being brought in.

Afghanistan’s “Fighting Season”
Since the United States first foray into Afghanistan, the idea of the so-called “fighting season” has been well established. The fighting season is the term used to describe the seasonality in armed offensives by different militant groups, and in particular, the Taliban. The Taliban’s annual Spring offensive, often actually announced in statements, comes with an escalation of violence around Afghanistan.
Here, Figure 5 shows the daily fatality data from Afghanistan broken down into its individual components: trend, weekly seasonality, and yearly seasonality. The ‘yearly’ component shows strong evidence of seasonality, with the fatality numbers increasing during the spring and summer seasons, then decreasing during the winter. The frequency of fatalities from armed clashes between Afghan security forces and militia groups clearly varies in a seasonal pattern, and strongly corresponds with the historic fighting season.

KABUL (Reuters) - The Afghan government agreed on Sunday to release 400 “hard-core” Taliban prisoners, paving the way for peace talks aimed at ending almost two decades of war.
With the release, the Afghan government will fulfil its pledge to release 5,000 Taliban prisoners.
