I have no connections to China so I can't add anything there in concrete terms, but the tendency to fudge crime stats certainly seems to be a characteristic of Communist societies/authorities. When the 'German Democratic Republic' (i.e. 'East Germany') was still in existence, the state regularly manipulated the crime statistics downwards for political reasons, to make it appear that crime in the GDR was very low in general terms - and above all much lower than in the Federal Republic of Germany ('West Germany')! This was in line with the ideological narrative that in an enlightened 'socialist' society, crime just simply had to be lower than in a comparable capitalist society. In retrospect about the only category of crime that really was significantly lower than in the FRG was theft. That's because there was, basically, a lot less stuff to steal. And nobody was actually starving (at that level the economy worked okay), so people didn't really have to steal food.
