youtube vs PBS Frontline

why is that i can watch pbs's frontline programs that practically look like i'm watching tv and it basically never stops to cache ahead. then youtube on the other hand is a slow piece of shit that gives me like 3 seconds, then pauses for 10 more. i thought they were both flash.
