From what I've heard people say about their encounters with these types, you might want to aim for a payment plan that you can afford, and get it in writing. Maybe there's a local advocacy group that can help you. Otherwise, they tend to just change the terms whenever they feel like it, have a new quota, have a new boss, etc.

and it seems every 3rd scooter has this affliction
local told me that when the police pull you over for having a scooter that needs fixing
you can just go to the shop and change a 5 buck part and get a certificate
and then the police can not hassle you anymore
but of course this doesn't fix the problem and you are still spewing black smoke behind you
i propose instead of a 5 dollar part
they should install an even cheaper solution:
tube/hosing
that goes from the tailpipe to in front of the driver's face
-mandatory... then you can drive your broke ass scooter as much as you want....
