Depends. For a gun that requires a heavy squeeze to discharge (e.g. Makarov PM), it's ok to rest your finger on the trigger.
Makarov's a good gun, very Russian--sturdy and dependable. But whatever sort of gun you are shooting, it is a good idea to keep your finger out of the guard and off the trigger. Startle/flinch reactions to unexpected events can cause an accidental discharge even with a heavy trigger pull. I follow this rule, and what I usually shoot is a Smith revolver--it has a heavy trigger pull.
Furthermore, with the Makarov you have a lighter trigger if the hammer is back, and in the confusion of a crisis, you might not remember whether the hammer is cocked from firing, or whether you cocked it with your thumb a few moments ago, so it is good to get into the habit of using the digital safety--in other words, pull your finger out. (A finger is a digit.)
I define internal martial art as unusual muscle recruitment and leave it at that. If my definition is incomplete, at least it is correct so far as it goes.
