Was thinking a bit about this recently.

What stratagems can you identify him using?

Here's what I've seen so far.

7. Create something out of nothing - Turn something that is not substantial into reality.
(Perception of wealth, success, competence and reputation)

13. Beat the grass to startle the snake - Stir things up before beginning to negotiate for your true interests.
(Creating controversy, being confrontational)

14. Raise a corpse from the dead - Revive a cause, symbol or idea by presenting it again or in a new way.
(MAGA, Group X is bad, Hillary needs to be investigated)

23. Befriend a distant state while attacking a neighbor - Build strategic alliances with others that will give you the upper hand.
(Alt-Right, Religious Right, Russia)

25. Replace the beams with rotten timber - Sabotage, incapacitate, or destroy your opponents by removing their key support.
(Repeal Obamacare, Judicial appointments, department head appointments, policy changes)

29. Decorate the tree with fake blossoms - Reframe deceitfully. Expand the pie with objects of little value.
(Vague Promises, Build the wall, Lock her up, MAGA)

33. Let the enemy's own spies sow discord in the enemy camp - Provide inaccurate or distracting information to mislead them, especially through informal channels.
(Twitter, getting the media to focus away from major stories through controversy)

Trump is the ultimate wheeler dealer and it helped that he had the seed money from his father. Other wheeler dealers rarely have that funding since they are more 'wild' in their nature so they survive with the risks they take advantage of and succeed. Trump lacks that "wild nature" but his reliance of backstabbing loyalty, where people spy on each other just to be an arsewipe for their boss but that never lasts long.

By "wild" I mean that they do not have the cultivated tastes of those belonging to a special class but they rely on their own sense of their environment (good bad or indifferent) to make the deals they do so they have longevity. If anythign, it is the Russian interference (Putin) who has had the success of some level and type of 36 Strategems only because the Trump Team are incapapbe of recognizing propaganda and if they do, they will realize that Putin did a great job for Trump with the Fake News (front cover stories) that muddled the minds of those so inciined.
When fascism comes to US America, It will be wrapped in the US flag and waving a cross. An astute patriot
