Why not all of the Chinese martial arts and practices - how about yoga? How about Korean Taekwando and/or karate?
Wonder who gets to sit on these boards and make these decision?

OKLAHOMA CITY — An Oklahoma senator is working to regulate a form of Chinese meditation in the state with a new bill.
Senate Bill 190, the Oklahoma Qigong Practice Act, authored by Sen. Dave Rader, would create a licensing and regulatory structure around the classical Chinese practice.

The bill would create the Oklahoma Board of Qigong, and the board would be "empowered to determine the standards associated with qigong practice in the state." The board would charge up to $300 for a licensing fee, and investigate possible violations of the measure.

Qigong would be banned in the state unless the person is properly licensed by the board. Those who are in violation of the measure would be subject to a fine up to $5,000.

    paid the required fees
    graduated from a recognized and accredited qigong program
    completed other examination, education or apprenticeship processes deemed important by the board

When this happened in CA with acupuncture
who was responsible for it then? acupuncture used to be a privet practice
until some wanted to commercialize it, standardizing it by creating lic organizations.

Many in the Chinese community complained about this long ago when it was enacted.

What might be next is MA classes and instruction which some states have considered from time to time.

Good revenue stream for some states.

The same ones who give lic for bodywork "massage" part of it is revenu stream, part of it is in the public's interest
with the main requirement being showing proof of training at a lic acknowledged school or training program.

for some the aforementioned TKD ect...they have organizations that self police and standardized their training. CMA arts have org. structures and people who enforce for it for those claiming to teach something using a name they are not part of..

You might find that members of the QI gong groups in that state have asked for this, and are the same ones sitting on the board.
They tend to be the ones asking their gov elected members to enact these laws. kinda works out that way :P

Many members here complain about others teaching taiji ect. who are clearly not qualified.

Be careful what one ask for.

you might try reading up on who request these laws to be passed and enacted.
The "fascist" you mention are often the schools who teach the disciplines and are seeking a way to regulate
their craft.

Some forms of qigong and meditation can lead to mediumship, supernatural power, and psychic problems. Most of these practices can be registered as qigong and no question asked outside of China.

So you think the government is best situated to define and enforce that standard?

Which practitioners do you think are begging the government to come in and charge them fees?

Gov is responsible for enforcing many standards.
For example security work, most states require one to be registered ie some type of lic.

All the ones asking for some type of regulation regarding what ever they do or practice, unless
as with BJJ, TKD ect they are self regulating charging fees and requiring lic or documentation to teach if
one opens a practice using their org.

Its not about what I think, often wonder about this line of argument.
You used the label fascist, with out checking as to who asked for the laws to be emplaced.
Its often those groups feeling they want or need some regulation in their field requesting
the gov to do so....

what ever their reasoning is.

The law will be voted on, by the people of that state,
if its something they feel is needed.

It's fascist by the purest definition of the word. Look it up, educate yourself, you'll see what I mean.

In this case, a republican senator is proposing it. Just like republican lawmakers are proposing to censor internet traffic to your connected device unless you pay a fee.

They claim to be the party of small government but what I continually see is that they are the party of intruding on individual rights and liberties. Of course, everything is for sale, even access to your rights.

Did you read the bill?

3. "Clinical qigong therapy" means a business or person engaged
in the use of specific skills, knowledge and training in qigong for
the health and benefit of an individual patient, or group of
patients for compensation or valuable consideration.

General recreational qigong exercises for self-health or non-specific
medical purposes are not included in this definition;


The board shall consist of five (5) qualified members who are
legal residents of the State of Oklahoma as follows:

1. Two members shall represent the public at large;
2. One member shall be a certified qigong practitioner;
3. One member shall have been engaged in the practice of qigong
for a period of not less than four (4) years; and One member shall be a licensed health care professional in
this state.


No unlicensed person shall:
1. Hold himself or herself out as a qigong teacher, clinical
qigong practitioner, associate clinical qigong practitioner, or as
being able to practice or teach qigong for clinical qigong therapy
in this state;


looks like for privet practices nothing has changed, the exception being businesses or those
in the commercial aspects of it. The initial law allows them to set up the standards and guide lines
by which the law itself will operate from.

In most cases its done to protect the public just as in body work "massage" certs. and lic...
and allows the industry itself to regulate who and what can be done.

I would be wary - likely the laws will result from the board's own limited understanding.

Even if only for medical qigong (they should then rename suitably), it would be hard to generalize (similar to generalizing CMA).
Would Buddhist, Daoist, etc. qigong be exempt due to freedom of religion?
Would taiji, bagua, xingyi, etc. be included in the scope of the law? (Various postures, etc. do have specific medical purposes for specific organs, etc.)

In a sense, I think that career lawmakers have too much time on their hands - we should not have more laws for the sake of more laws; rather, the law is too bloated already, we need streamlining, or else normal people will find it hard to follow it. (If only lawyers can understand it, something is wrong.)
