Apparently they understood the cold front coming and their limitations, requested exemptions from environmental concerns for more output with the current grid and was denied.

The claim: The U.S. Department of Energy blocked the Electric Reliability Council of Texas from allowing electricity generators to operate at maximum capacity in violation of federal permits
As a winter storm blanketed Texas in snow and a deep freeze last week, the state’s main electricity provider instituted rolling blackouts as it struggled to generate enough power to handle the increased load.

Posts circulating on social media falsely claim, though, that the Electric Reliability Council of Texas didn’t have all of the resources it needed because the U.S. Department of Energy denied ERCOT’s request for electricity generators to exceed emissions limits under federal permits.

The claim, posted Feb. 20 by InfoWars and by multiple Facebook users, places the blame squarely on President Joe Biden and acting DOE Secretary David Huizenga who, it says, “blocked Texas from increasing power ahead of a killer storm.”

The order included on those posts, however, shows Huizenga granted ERCOT’s request just before 9 p.m. on Feb. 14.

InfoWars did not immediately respond to a request for comment.

ERCOT acknowledged that the request had been granted, too. In a “market notice” sent late in the afternoon on Feb. 14, ERCOT wrote that Huizenga “granted ERCOT’s request” in the order.

allowance and operated in reliance on the allowances contained in this Order.

Looks like the concern was cost and environmental impact.

Maybe ERCOT The regulatory agency didn't want to incur fines feeling
they could manage it, those on its board of directors out of state just looking at the numbers
along with the instate director made the call. A bad one... :-\

Because the output from all of the generators subject to these restrictions would help
mitigate the impact of rotating outages on Texas consumers during this extreme cold weather
event, ERCOT seeks an immediate order from DOE authorizing the provision of additional energy
from all generating units subject to emissions or other permit limitations.

Not really clear on whether they were granted
the exemptions or choose not to use the exemptions.

Abstract
First we describe the models presently used by others to calculate fuel saving and reduction of CO2 emission through windparks. These models are incomplete.

Neglected factors deminish the calculated savings.
Using wind data of a normal windy day in the Netherlands it will be shown that windparks of various size cause extra fuel consumption instead of fuel saving, when compared to electricity production with modern gas turbines only. We demonstrate that such losses occur.

Factors taken into account are: low thermal efficiency at low power; cycling of back up generators; energy needed to build and to install wind turbines; energy needed for cabling and net adaptation; increase of fuel consumption through partial replacement of efficient generators by low-efficient, fast reacting OCGTs. .

Wind power is not a stand alone option, it requires other types of equipment to sustain the grid during variations in wind out put.

Information is dated perhaps the technology has been improved since the time of the study.

In the 70-80’s even throughout the 90’s Sweden had well functional Nuclearpowerplants operating providing all necessary(and more)electricity for the southern parts of Sweden, the northern parts had/have well developed hydroelectric dams for as many decades. Sweden was already green back then.....The Green Party and Left party of Sweden has ever since the 70’s fought hard to get rid of the nuclear plants, something that they archived... resulting in big import of coal powered electricity from surrounding countries....But well, it’s not produced in Sweden so it probably doesn’t count to the green party
