As the Russia-Ukraine war enters a new phase, former Swiss intelligence officer, senior United Nations official, and NATO advisor Jacques Baud analyzes the conflict and argues that the US and its allies are exploiting Ukraine in a longstanding campaign to bleed its Russian neighbor.

"As -- as I've said many times, we -- we don't have perfect visibility into the Russian plan. They are -- all I can do, as I've said before, is tell you what we're seeing today, and what we're seeing today is what we would call shaping operations. "
They are -- they are -- they are setting the conditions for what we believe will be a -- a -- a heavier offensive in the Donbas region. So what -- so what does that mean? It means putting in place artillery units, moving them in, moving in command-and-control enablers, moving in aviation support. I've talked about the fact that we -- we -- we saw some more helicopters being staged to the north of the Donbas in Russia just in the last 24 hours. The -- they're doing the things that -- that -- that we believe they believe they need to do to set the proper conditions for a -- a renewed ground offensive. But we have not seen a great influx of additional battalion tactical groups into the region yet.
The Amiriyah shelter bombing[N 1] was an aerial bombing attack that killed at least 408 civilians on 13 February 1991 during the Persian Gulf War, when an air-raid shelter ("Public Shelter No. 25") in the Amiriyah neighborhood of Baghdad, Iraq, was destroyed by the U.S. Air Force with two GBU-27 Paveway III laser-guided "smart bombs".[1][2]
The United States was responsible for the decision to target the Amiriyah shelter.
The U.S. Department of Defense stated that they "knew the Ameriyya facility had been used as a civil-defense shelter during the Iran–Iraq War",[3] while the U.S. military stated they believed the shelter was no longer a civil defense shelter, and that they believed it had been converted to a command center or a military personnel bunker.
Human Rights Watch stated that, "The United States' failure to give such a warning before proceeding with the disastrous attack on the Ameriyya shelter was a serious violation of the laws of war"
President George H. W. Bush, former Secretary of Defense Dick Cheney, former Chairman of the Joint Chiefs of Staff Colin Powell, and General Norman Schwarzkopf for committing what they claim were war crimes in the 1991 bombing.
Subsequent debate
Jeremy Bowen, a BBC correspondent, was one of the first reporters on the scene. Bowen was given access to the site and found no evidence of military use.[13]
The White House, in a report titled Apparatus of Lies: Crafting Tragedy, states that U.S. intelligence sources reported the shelter was being used for military command purposes.
The report goes on to accuse the Iraqi government of deliberately keeping "select civilians" in a military facility at Amiriyah.[14]
A target to be bombed anyway
According Jane's Information Group, the signals intelligence observed at the shelter was from an aerial antenna that was connected to a communications center some 270 metres (300 yd) away.[4]
Despite all of the support Kiev is getting from the West, Zelensky has asked for more. He has stated that Ukraine desperately needed more tanks and aircraft, but that its partners have been hesitant on this matter due to an unwillingness to risk a direct confrontation with Russia.
For the same reason they have refused to close the sky over the country
What is apparent is that high capital items (aircraft, ships and tanks) are now far more susceptible than previously thought.

On Jan. 19, British defense secretary Ben Wallace told the Daily Mail the U.K. had already delivered 2,000 NLAWs to Ukraine, a number he indicated might continue to rise. The missiles were London’s way of providing defensive aid to Kyiv as Russian forces deploying around Ukraine’s borders give the impression a new invasion may be imminent.
The British Army also dispatched 30 paratroopers to train Ukrainian forces in operating the NLAWs, which were undoubtedly chosen in part for their ease of use, and thus ability to be rapidly adopted by Ukrainian forces facing the current crisis.
