Some history,

The Minsk agreements

Conspiracies aren't about what happens; they're always about why something happened and especially who was behind it

agree :)

Everyone knows what happened,,,
The why it happened and continues, the root of what most conspiracy theories, until proven otherwise :) attempt to explain...

Why the Minsk agreements were not enforced

No mainstream media has even mentioned Merkel's admission that she lied about Minsk. She is partially responsible for an 8 yr long war where Donbas civillian areas have been constantly shelled by the Ukrainian nazis (they are still doing the same, but media keeps quiet.) If you dig a bit though, there has been some reactions:

Statements:

Ex-Austrian Vice Chancellor Heinz-Christian Strache:

"Former German Chancellor Angela Merkel stated that the Minsk Agreements had not been taken seriously and had been signed to buy Ukraine time ... and in some sense make preparations for possible military developments. The frankness with which Ms Merkel is talking about is chilling,"

Serbian President Aleksandar Vucic:

"We all witnessed the historically important statement by Angela Merkel, I am surprised. ... For me, this idea is practically unfathomable but it is confirmed by what [former Ukrainian President] Pyotr Poroshenko said that they’d never intended to implement the Minsk Accords, this casts the situation in an absolutely new light. This does not change the fact who attacked whom but it does change the approach to what has been going on [in Ukraine] since 2014,"

"This tells you about Serbia’s position and [Western] evil intentions. This statement by Merkel cardinally changes the situation in all senses, above all, in the political one, and for me it is a clear signal whom not to trust."

Donetsk People’s Republic (DPR) Denis Pushilin:

"This is an absolutely frank admission that today’s seemingly progressive Europe, as embodied by Germany, France and others, cannot be trusted at all. Not only can their utterances not be trusted, but any agreements, international documents or international pacts approved by UN Security Council resolutions cannot be trusted as well. It erodes the architecture of cooperation in the global arena and is deplorable,

"Our opponents are ready to take absolutely any steps and stop at nothing. It is safe to say that the guilt for the blood that has been shed in Donbass over these eight and a half years, people’s deaths … rests squarely on the shoulders of Western nations and on Mrs. Merkel personally,"

China GT, editorial:

"From pushing for the Minsk agreements to inciting the ongoing conflict between Moscow and Kiev, the West is attempting to exhaust and contain a country which they deem as a rival through protraction efforts, be they explicit or inexplicit. It has never really genuinely regarded Russia as a dialogue partner," the editorial reads. "Merkel actually confessed [in an interview with the German weekly Die Zeit] something Western politicians do not want to admit about the Minsk agreements: They were just a stopgap to buy time for Ukraine and the West, and Western countries have never put real effort into resolving the differences with Russia over the Ukraine crisis."

"What the former German leader stated tears down the last remaining bit of the ‘friendly’ mask some Western countries put on with Russia. In the eyes of some Western countries, Russia is just a diplomatic and political ‘alien’."
